Yes, this bug has a single enlarged scutellum covering all wings
It is from scutelleridae and looks a bit like Eucorysses grandis http://en.wikipedia.org/wiki/Scutellerid...

It was a only wild guess at family name. I don't think it is correct for a scientific name. Maybe Scutelleridae might be better search start but I'm no expert. Let's hope others will comment. If I find a true ID I will put it in 'Suggest an ID'.
