Mississippi Kite

Description:

I've seen at least 7 of these hawks at once in our neighborhood. Mostly they are perched in tree tops and soaring above. Once, I walked out in our front yard (about 6:00 AM) and there were 6 or 7 flying into trees, scaring out cicadas and catching them in mid air! I can't find any native hawks that have these black eyes though. Does anyone know what kind of hawk this is, if it's even a hawk at all?
