Fly or wasp with green head and thorax, and yellow and black striped abdomen. Less than a centimeter long.
The insect is a bee - probably a Halictidae.

Sorry, I know the plant is a New England Aster (Symphyotrichum novae-angliae). Don't know about the insect, but it looks like a bee mimic to me.
