It's Vespula vulgaris.

If you have a front view, you can distinguish between Vespula vulgaris (the common wasp) or Vespula germanica (the European wasp).
Look at this site to see how they are similar except of the black in the clypeus (the front): three black dots for V. germanica, or a black line in form of anchor for V. vulgaris:
