This maybe a juvenile. Similar to the Chipping Sparrow. This bird is noted of having a grey collar on the nape of the neck. Pronounced streaks on back, crown and a clear buffy color on chest. (this one has marks on chest from possible juvenile plumage.) Light colored mustache.
Spotted in a fennel patch in the flat lands.
It is believed that the bird may have been attacked and that is why it lost it's tail.

Not a short tail. It lost it's tail. It will grow back on next molt if it survived that long.

Hope so, the spot it is in is the territory of a A. Kestral, a Cooper's Hawk, Merlin, Great Horned Owl, N. Harrier, 3 Red-tailed Hawks and 2 White-tailed Kites. Possibly a Sharp-shinned too, never saw it but heard from others it patrols the area.
I think it will survive without tail...3 years ago, I posed in my garden many great tits no tail.are doing very well :)
