Spotted in several locations in Olympic National Park. But no one was able to tell me about it. I believe this picture was taken on the road to Elwha Dam

Thank you shebebusynow! You sent me in the right direction. Based on the site I linked above I am now confident that it is a Wood Horsetail...I never would have gotten there without your help. This a link to a great site about all the different horsetails and other flora and fauna also..http://www.rook.org/earl/bwca/nature/ferns/equisetum-WIP.html
It is actually the picture from this page that convinced me.

This is the vegetative stalk (sterile) of the plant. It's got a large silica content so can be useful for scouring things.
