I have never seen anything like this bug. I spotted it while visiting North Bay, Ontario down by the water front. It was sitting on the wooden railing along the side of the dock. After getting a few shots, it flew away.

Looks like a Robber Fly, Family Asilidae. Have a look at those on the internet and maybe you'll see the one you saw.
