Wow, this is a challenging one.
I can't find a good reference in the Internet so I turn to Dr Bert Orr's guide book to the Damselflies and Dragonflies of Peninsular Malaysia & Singapore and found the closest match, that is the Teinobasis rajah.
The best way to identify damselfly is through their wing patterns but it is difficult in this case.
