Possibly Pteromalidae family of wasps. I seriosly doubt could be a bee.

Hard to tell from this photograph as insects often mimic each other and it's not unusual to have to have the insect in hand, or have photographs from a number of different angles to find distinguishing points. Flies have very short and often paddle-type antennae. This insect has longer antennae than a fly would have and has a mild joint in the antennae. I suspect that this is a bee, probably one of the solitary bees.
