It looks like someone is deliberately raising something, based on the shredded paper and the orange rind. Let's hope it's not supposed to be a worm-bin- for vermicomposting, because having this many fly maggots is not good news. (Niether is the shredded plastic strips from shredding business envelopes, nor are orange rinds -too acidic for sensitive wormy skin! )
