Sea Lions have flippers for front feet. They are super fast, agile swimmers who swim upside down a lot. The otters open ups shells and rocks and stuff with their front "hands".

I realized that Sea Lions do not have fingered hands like Otters..!!

Definitely an otter, and I would think a spotted-necked otter. Only a few otters live in Africa, and as as far as I'm aware, only one has a mottled pattern on its throat like that! What an adorable picture, I so love otters :)

I am not familiar with Uganda, but you might start looking for River Otters. I am basing this suggestion off of the front feet and tail, but have only seen River Otters (smaller - like a small house cat size) and sea otters (larger - like a Dachsund dog size).
