common tansy (tanacetum vulgare) looks similar. It's herbaceous and blooms in mid to late summer.

If you scroll down on the Wiki page you can see several different species of Acacia. If it's a small tree, it's likely one of those species. However, I'm not sure that any Acacias would be cold hardy in Canada, so I might well be wrong.
