It's close to leafhopper, maybe some kind of cochineal.

I have found similarly-shaped insects on houseplants (see http://www.projectnoah.org/spottings/568...). They don't move and appear to be long-lived (how would you know if they died?) and pretty much "stuck" to the plant. Maybe it's a kind of scale.
