White-tailed deer (buck)

If this deer were in MI it'd definitely be a White Tailed Deer, and a young male (buck) because of the antlers. But I am not sure if this is a white tailed deer or not, as this picture was taken in suburban Philadelphia, PA. He was alone and very quiet.
