black and yellow striped fly that mimics bees
except I'm only seeing one wing pair, and there were tons of hoverflies on the ridge and it was much smaller than the yellow jackets we see at home
Based on the antennae I'd say that is a yellow jacket (http://en.wikipedia.org/wiki/Yellowjacke...).
