Then at least tell them to loosen the noose on his neck. He feels like pulling it out...see. And the chain looks heavy for his neck.

Makes me sad as well - but honestly....reporting this means to intervene in local handling of business - these monkeys are usually used as working aids (climbing harvest of fruits) or as a guard that screams alert, detecting trespassers. Reporting this means taking away one of the few options to make money for the poor farmers.

The monkey looks tensed...in a bad mental condition. Who has done this to him? Please report to local wildlife authority. Call up your wildlife conservator asap. Can't see this.
