Most likely this is Phrynosoma platyrhinos calidiarum -
Southern Desert Horned Lizard based on the location. I'm unable to see the markings well to definitively say the species. This link shows you the lizards in CA. http://www.californiaherps.com/lizards/l...

I can see the similarity, but horny toads are a different animal. Convergent evolution perhaps?
