This looks more like the Two-tailed Swallowtail (Papilio multicaudata) to me. The wings on the Western Tiger are more tapered, and though hard to see due to high contrast, I believe I see two tails.

Edward, the Tiger swallowtail indigenous to the west coast is Papilio rutulus, the Western tiger swallowtail.

oops sorry, I meant rutulus not glaucus

It is a Tiger Swallowtail (female) - Papilio glaucus
