Silver/green leaf plant with gray stems. Inflorescence was already dried up but can be seen in pic 2.
Backyard on hillside with no sprinklers.
They can become pretty weedy. but if you get a bunch of them blooming, its actually very appealing especially since each bush varies in color (blue to purple)
