They might be " cow bugs".
It's definitely a treehopper.
I have never seen species of planthoppers with horns like those.

hello cherrey, i chanced upon it on a young soursop plant... it looks more like a leafhopper... very small...
yay! i haven't seen anything like it.. looks like some sort of moth or wasp
