I'm pretty sure it's a longsnout seahorse (slender seahorse). Here's a link from the aquarium:

Yes this was in monterey bay aqarium and it was some find of thin seahorse wraping itself around a piece of the flora in the tank. Im not exactly sure what it is but it there were several more of them wandering around.

Can you give some more info? Was this at an aquarium? It looks like a seahorse.
