@ apple--thanks for all your help; native plants would have been my first look, too. Butchart's Gardens tends to use some pretty exotic plants, though, so it's hard to say where these came from! Usually I do close-ups but was out of luck this time. If all else fails, I'll take the picture to the Butchart's desk and see what they can tell me.
@shebebusynow, Yes, plants are hard when they are in a garden as they could be from anywhere then. I only did my research on native plants hoping to find an identification for you. As for the mission, I am not sure, I was not the originator of that mission and therefore wasn't sure of the intent. I would say leave it since it is something you documented in N. America and the mission description doesn't disclude non-native plants.
I didn't think it was primrose---but, again, was hard to see without a closeup so I wanted to give you options.
@ apple, I'm very familiar with goldenrod and evening primrose, and it's definitely not either of those. Not sure of the Orthocarpus but I don't think that's it either. Part of the challenge is that this is planted in a garden and so is no doubt a horticultural plant that may or may not be native to North America. Which also brings up the question: In the mission of Flowers of North America, do we put only those that are native? I am figuring that anything that will grow and is growing in North America is fair game for that mission, but would love clarification.

Striking!
Without a closeup it is hard to tell but here are some options to research:

I hope this helps you narrow it down.
