Rock Pigeons come in so many variations. I've seen blue scorpions.
Thank you for that link Mark, these pigeons are clearly painted. The pigeon in my picture what taken near a family park in Holland. In the park they have all kind of colored pigeons. This one was enjoying a day off in the neighborhood.
These are 'painted pigeons'. People do it for entertainment. There are sometimes also green, yellow and blue ones in Venice. There is also some discussion around this being animal cruelty.
After looking on Wikipedia, there is no information on the pigeon.

By its body shape it probably not a relative of Flamingo.
