It could be Orange Jelly but it's not shiny and is pretty thin. Another option is Orange Peel fungi but this one is very curly!

Thank you Clive! I'm down to three options that frequent the area: T. mesenterica, T. aurantia and Dacrymyces palmatus. Since I don't know what the tree was (only a cut downed log with no trees nearby), I'm not sure how to tell which one it is.
Anyone think this could be Orange Peel fungus (Aleuria aurantia)? It's too dry and orange to be Witches Butter.
