Selaginella lepidophylla
In the rainy season they are open and green, in the dry season they are closed forming a small dry yellow ball. When it rains again they become green and open again. (Resurrection Plant)

Great spot! These make their way to the UK as novelties now and again but are usually already dead, much like the one in the Wiki video I suspect (They still curl and uncurl) So nice to see one alive and growing wild!
Selaginella do look similar to ferns and are spore bearing plants. Traditionally they are classed as 'fern allies' but genetic studies a few years back showed that they are not even closely related!
