This was seen on the ground, around noon on a cloudy day, the first cool day of fall. The insect is photographed on the knuckles of my hand, which shows how small it is.

Interesting little insect. This reminds me of one of the Woolly Aphid species. I am not sure beyond that but here is a link that may help. http://bugguide.net/node/view/347779
