I agree with Tarantula Hawk, but I am sceptic we can go to genus level by only this picture. It could also be a Pepsis sp. and to separate Pepsis from Hemipepsis you have to see the venation of the wings. As scientific ID I suggest Pepsini, with mentioning the 2 possible genus candidates.
