Semi plume Feather

Aves

Description:

semiplume feathers are strewn about when birds shed their extra winter layer and also use them to line their nests. Semiplume feathers are half-way between a contour feather and a down feather. They occur between contour feathers and help to supply insulation.

Liam, We have a resident snowy Owl. Do you think that this could be his?

It could be anything, really. I don't think downy feathers are identifiable (minus owl down).

This is a semiplume feather. i am trying to figure out which bird in California has these.
I have seen white barring on Phoebes. Any possibility it belongs to some wood pecker?
