Not even close. Racers are colubrids, and other than some really sharp, and fairly large teeth, harmless, unless you're a mouse, snake or rat.
Cobras are elapids. VERY DANGEROUS!
The only thing cobras, and racers have in common, is they both hunt by sight, and have the same temperament.
Careful! They bite.

Racers aren't constrictors, they pin their prey, swallow it whole, and alive.
