I read the blog of a wildlife rehabilitator who raised & sucessfully released an unidentified chick (turned out to be a owl). It was a hard, requiring lots of time, money, and space. Your birds best chance for survival is with an expert (wildlife rehabilitator, rescue organization, (zoo?, veterinarian?). In the meantime, is it eating live food? She put minnows in it's water dish, feeder goldfish would probably be a fine substitute.
Perhaps Sanctuary Asia can help with an ID and/or put you in touch with a rescue organization. They have a lot of info in the Resources section, and photos & descriptions of owls & other birds from India & Asia. Looks a bit like a Jungle Owlet, but that's a total guess.
