Nice find! I was able to take a closer look at the image and, as you said in your description, this dove has a black mark on the neck. This looks like the Eurasian Collared Dove.
The White-winged Dove does look similar, but it does not have the black mark on the neck, instead it has a small black mark on the cheek and has a white edge on the wings. You can compare here: http://www.allaboutbirds.org/guide/White...
