Enallagma sp.
This is a male damselfly with blue with black between the eyes and a thick stripe down the thorax. There are thin stripes on either side of the thick stripe. The abdomen has black sections but the top couple don't seem to extend all the way around as blue seems to be present on the underside.

Hi Karen, it could be! I just didn't see the typical arrows along the sides of the abdomen. The rest of the markings seem right for A. vivida. I submitted it to BugGuide but they seem quite overwhelmed this Spring :)

Thank you both! I also have trouble with auto focus on insects, especially when it's windy out. I was on manual most of the day.
Emma, thank you for the links. Yes many organisms are found all over now. I relied on a few sources that said it wasn't here but obviously this one did!
Cindy according to the link, Enallagma cyathigerum was seen in California.
Now a days things are found all over!!

Hi Megan, thank you for the ID suggestion! Unfortunately E. cyathigerum is a European damselfly and isn't found in the US.
