Polistes fuscatus
Are large, slender-bodied wasps with yellow faces, dark backs, and red with yellow stripes on abdomen, but coloration can vary greatly.
Nests are built hanging from horizontal surfaces, such as the eaves of houses.
These wasps may have been landing on this sign to obtain the fibers from which they build their nests. They were very alert and would turn to face me whenever I moved, which gave me pause on several occasions.
