Fred looks very similar to Crioscolia alcione, a type of Scoliid Wasp. It doesn't seem to have a common name.

Haha, well I'm pretty lousy at taxon too but if it's any help Fred is a vespid wasp of some species http://en.wikipedia.org/wiki/Vespidae
