I believe you are correct Karen, they were all over the shore near where we stayed in PEI

Kinda hard to see, but the orange throats visible on some of them suggest the Double-crested. If the throats were white, they'd be Great Cormorants. Both species are in your area. The Great is 36" tall, while the D-C'd is a tad smaller, at 32".

My reference was Kaufmann's Guide to Birds of N. America.
