Description:

Very similar to the Grapeleaf Skeletonizer and the Virginia Ctenucha, the Yellow-collared Scape moth, Cisseps fulvicollis, is a slender, medium-sized moth characterized by very dark wings with a somewhat bronzy shimmer, and a flashy orange "neck," hence the name. Please confirm the ID.
