The northwestern garter snake occurs in British Columbia in Canada. There are two garter snakes in Quebec: the eastern ribbon snake and the common garter snake. The ribbon snake "has dark scales right up to the back of the eye, with very pale scales on a concave area just in front of the eye." I do not see this in your specimen.
