Not sure if this is British soldiers that have not developed the red caps yet?

Not British Soldiers, but another Cladonia species. There are so many I can't be sure, but check out Cladonia coniocraea and Cladonia subradiata. I also think Cladonia cylindrica is a possibility if you noticed a cup-shape at the tips of the stalks.
