These are Solitary Wasps, they build their own nests out of Mud laying one egg per cell. Sometimes they even stock food for each offspring prior to laying eggs. They are predatory, but the type of prey ranges from spiders to caterpillars.

Yeah, got this in the morning around 6 and it was raining through out the night.
