Yeah, Liam, the bill is why I thought thought Caspian first.
I think basic-plumaged Caspian, Hydroprogne caspia, is most likely based on bill size and color. Crested Terns bills are paler and thinner.
The pale heavy bill makes me think it's a non-breading Caspian tern, but that would have a dark spot near the tip. Could be a non-breeding or juv. Lesser crested tern, maybe. Not sure.
