I agree with Red-shouldered
Juvenile birds can be tough to distinguish. I'm thinking a young Red-shouldered Hawk. It doesn't look too big like a Red-tail and the facial pattern and wing feathers remind me of Red-shouldered.
Maybe a juvenile red tailed hawk
