Gray-headed Fishing Eagle?

Ichthyophaga ichthyaetus

Description:

Bit hard to tell from the photos but this eagle had a light tan colored head and legs and dark brown body and wings.

Notes:

Not 100% with this ID - but it may be an immature because they have a pale buff head, underparts and underwing.

I think the bill is too large for Black Eagle. Gray-headed Fishing Eagle is a possibility: http://farm2.staticflickr.com/1436/94076...

Thanks Liam, do you think it could be a juvenile black eagle? - young birds have a buff head, underparts and underwing coverts.

Also I've added another photo - not great quality but shows a better shape of the bird.

An Eagle, genus Haliaeetus, I believe. I can't say which species for sure from these photos.
