Why unlikely, Fyn? They are residents in Singapore. Plus, this was spotted at the Jurong Bird Park, so it may be a captive bird.

Looks a lot like the Great Cormorant - (Phalacrocorax carbo) http://www.allaboutbirds.org/guide/Great... but that's pretty unlikely...
