3 genera are found in Costa Rica:
Ammophila (which I would tend to), Podalonia and Eremnophila.

To my knowledge there are 4 species of Ammophila found in CR. I would favorite this genus as candidate.

I cannot separate them from each other and I am not sure if it is possible to determine the genus from only this picture without having the native specimen.
Maybe some others may help you more.
