Herring Gull subadult?

Larus argentatus

Description:

the beak black mark is throwing me, its an almost adult plumage except for those speckles all over the chest and neck

Habitat:

Archie Carr NWR, Melbourne Beach. This guy was on the beach alone with many other species and individuals of sandpipers.

Herring gull adult would have the red spot on the bill rather than black tip. Herring gull immature would be way more streaked on the head and chest and not have that clean of a back. Herring gulls also have pink legs. I don't know what this is, doesn't look right for any of the ring-billed cycles either, but I don't think it's a herring gull
