Megascops kennicottii
Very small (but not the smallest) owl. The Western Variation is common in the far western reaches of Texas. Their call is a very common trill that can be heard throughout the campgrounds at Big Bend National Park. This was from the Cottonwood Campground down the road from the Rio Grande Village.

Little bird, but well-heard hoot!
