Probably a type of hunting spider tent, they make tents since they're on the move all the time so if you look up hunting spider species of the area you would probably identify it.

It is most remarkable. I have seen sawfly larvae in the process of spinning nest like this that have silk threads reach from side to side on the flat surface of a leaf, but not this intricate.
