Sawfly larvae?

Notes:

This mass of threads and tiny larvae is on a leaf of the mulberry bush in our backyard. The whole mass is about 2cm across, and the grubs are so small that we couldn't really tell what they were with the naked eye. They look like sawfly larvae.

I think the sawfly larvae (pergidae) don't have back legs. Are they legs? Maybe some other caterpillar or maybe I can't see back legs here? Also there's a lot of hairs around and I don't think pergidae produce hairs or silk like that... unless they stole it?... so much to learn :( That clump sure looks sawflyish though doesn't it.
