Description:

Not a very big fish, this specimen was around 8-9 inches in size, it has very nice long light green pectoral fins that looks like wings and claw-like structure which it can use to dig or walk along the sandy bottom, It also has a very distinctive black circle on its dorsal fin

Habitat:

Benthic creature among sandy and sea grass areas in the shallows.

Notes:

More of a nocturnal creature, it hunts at night with the ability to dig into the sand to hide. When it float/swim in the water column, its green pectoral fins make it looks like flying.

Yes, @StephenSolomons, especially when they swims or moves.
When they are not moving, the pectoral fins are folded and you cannot see the green color.
