Hi Nancy. Welcome to Project Noah! Great first spotting for sure. This snake is beautiful! I agree that this is a species of Garter Snake. I think it resembles the Plains Garter Snake the most and it is found in your area. There are subspecies in your area but I don't know what they are. You may be able to do a bit more research to find out.
